Greenhouse gas emissions are calculated in tons. There are various reports on this. In brief: Europe ranks sixth. The highest number of GHG tonnes per person:

USA currently leads with 14 tons per person, followed by Russia with 13 tons, China with 9.7 tons, and the EU with 7.2 tons per person. The EU thus emits three times more greenhouse gases than India with 2.4 tons per capita. However, the World Bank reports a 24 percent drop since 1990 in the EU, while US emissions have increased by 3.7 percent and India by 178 percent. In China it is 300 percent.
